How to Lube Polyurethane A-Arm Bushings

The bushing has an Inner Sleeve, Polyurethane and Outer Sleeve.
I will lube between the Inner Sleeve and Polyurethane. Should I also lube between the Polyurethane and Outer Sleeve?

(I have a Brown 74 L82 that a couple of Listers have owned before me...)
